Joe Navarro
President and Chief Executive Officer
A tribal member of the San Pasqual Band of Mission Indians, Joe has served as the San Pasqual Casino Development Group, Inc. President and Chief Executive Officer since November 2004 and as a casino executive committee member to the general council of the band from November 2003 to February 2005. Joe retired as a decorated police sergeant for the San Diego Police Department after over 23 years of service.
Al Cope
Vice President
Al has served as Vice President of the San Pasqual Casino Development Group, Inc. since November 2004 and as a casino executive committee member to the general council of the band from November 2003 to February 2005. Al is also a member of the San Pasqual Band of Mission Indians. Al was previously employed by the J.R. Simplot Company from 1978 to December 2004, where he rose from a Regional Sales Manager to the Vice President of their avocado business.
Leilani Marquiss
Treasurer/Director
Leilani Marquiss is currently the Vice President of Finance & Chief Financial Officer of Valley View Casino & Hotel. She also serves as Treasurer/Director for the San Pasqual Casino Development Group, Inc. Leilani is responsible for all the casino’s financial functions including accounting, audit, treasury, corporate finance and cash operations. Her career spans more than 20 years of varied experience in financial management, business leadership and corporate strategy. Prior to becoming the casino’s CFO, she held the role of Director of Finance. Leilani holds a Bachelor of Science in Accountancy and is a licensed Certified Public Accountant.
Bruce Howard
Director
Bruce Howard is currently the General Manager of Valley View Casino & Hotel. With over 28 years of gaming industry experience, Bruce most recently served as Senior Vice President and General Manager of the Ameristar Casino Hotel Vicksburg in Vicksburg, Mississippi. Prior to that Mr. Howard served as General Manager for The M Resort in Las Vegas. His résumé also includes executive positions at the Ameristar Casino in St. Charles, Missouri; the Aladdin Resort, Caesars Palace and Bally’s Hotel & Casino in Las Vegas; and Players Island Resort in Mesquite, Nevada.
Judy Wright
Director
Judy has served on the San Pasqual Casino Development Group, Inc. board of directors since November 2004 and is currently the Vice President of Human Resources at Valley View Casino & Hotel as well as a member of the San Pasqual tribe. Judy has an impressive career history with over 26 years of human resources experience. She began her career in 1981 as a Personnel Representative and was later promoted to Benefits Representative at Hewlett-Packard Company in San Diego, where she was responsible for the benefit administration of over 2,500 employees. In 2001 Judy joined the team at Valley View Casino & Hotel before it even opened to the public as a Benefits Administrator, where she implemented the casino’s team member benefit plans.
Anthony Ochoa
Director
Anthony Ochoa has served on the San Pasqual Casino Development Group Inc. Board of Directors since 2016. He is also a tribal member of the San Pasqual Band of Mission Indians. Anthony was employed with Valley View Casino & Hotel from 2001 to 2014. Prior to joining the team at Valley View Casino & Hotel, Anthony gained experience in the entertainment field with stage lighting and sound in Los Angeles, California.
Pam Wallin
Director
Pam Wallin is the newest board member of San Pasqual Casino Development Group Inc. joining the board in early 2021. Pam is a tribal member of the San Pasqual Band of Mission Indians. She began working at Valley View Casino at the beginning as a buffet supervisor in 2001. She gained her F&B experience while at the Rancho Bernardo Inn Banquet Division in San Diego, California.
Bernie Baskin
Director
Bernie Baskin is currently the Chief Financial Officer of the San Pasqual Band of Mission Indians in Valley Center, California where he provides financial management, strategic insight and operational support to Tribal Council and the senior management team. Prior to joining the Band, Bernie was the CFO for a Northern California Tribe with casino operations. Bernie has over 30 years’ experience in accounting, finance and auditing and has served over 22 years as a CFO, two of those years in the U.S. Department of Defense and Department of Justice. He has worked for both the for-profit and nonprofit sectors and in a variety of industries including aerospace, health care, medical research, skilled nursing and senior living. Bernie has an MBA and is a licensed CPA in California.

Boyd Long
Vice President, Corporate Oversight, Security and Transportation
Boyd is the Vice President of Security & Transportation at Valley View Casino & Hotel. His responsibilities include providing executive policy direction property wide and oversight for the safety and security of over 2.5 million guests each year, including over 900 team members. Boyd is directly responsible for executive oversight for five departments, including: security, players club, valet & transportation, PBX and risk management. Prior to Boyd’s position at Valley View Casino & Hotel, Boyd spent 30 years in law enforcement, retiring from the City of San Diego Police Department at the Assistant Chief in 2013.
Todd Jackson
Vice President, Corporate Oversight, Technology
Todd Jackson has over 20 years of experience in the information technology field and is a veteran of the United States Navy who knows all about hard work and dedication. His passion and overall work ethic are apparent in everything he does for Valley View Casino & Hotel, where his experience and skills have allowed him to climb his way up through the Information Technologies department to become the current Vice President of Information Technology. In his position, he heads IT development, maintenance, programs and projects for Valley View Casino & Hotel. He has committed himself to excellent guest service and wants to make sure he provides Valley View Casino & Hotel’s guests and team members with the best products and services available. Todd was awarded the 2012 IT Executive of the Year award by the San Diego Business Journal.
Howard Silver
Vice President, Corporate Oversight, Food and Beverage and Hotel Operations
Howard has over 24 years of experience in food and beverage operations. Prior to joining Valley View Casino & Hotel, Howard served as the Vice President of Culinary Operations at Ameristar Casinos where he was responsible for seven properties, 42 restaurants and over 5,000 team members. A graduate from the Culinary Institute of America, his previous experience includes 12 years at Park Place Entertainment as Executive Chef where he opened and operated restaurants at three major casino resorts in Laughlin and Reno, Nevada. Additionally, Howard served as Executive Chef at the Reno Hilton.
Don Haig
Vice President, Corporate Oversight, Property Operations
Don Haig has over 24 years’ experience in the casino industry and is currently the Vice President of Property Operations at Valley View Casino & Hotel. He started his career in the gaming industry in 1997 as a Facilities Supervisor at ShowBoat Casino in East Chicago Indiana which was purchased by Harrah’s Casino in 1999. In 2002 he accepted a position as the Facilities Manager at Ameristar Casino in St. Charles, Missouri to provide expertise and leadership in a $400M opening of Ameristar’s all new expanded casino. In 2003, Don joined Valley View Casino & Hotel as the Director of Facilities. In 2009, Don was promoted to Vice President of Property Operations, a position he currently holds. Don is also a licensed (inactive) commercial pilot.
Phil Becker
General Counsel
Phil has served as counsel to Valley View Casino & Hotel for eight years and as General Counsel to CDMS since its inception. Phil has been an attorney for over 25 years, specializing in gaming representation exclusively for over 20 years. His experience encompasses a broad scope including gaming regulation as well as general corporate representation for casino and casino-support companies in California, Nevada, Missouri. Mississippi and Louisiana. Phil’s accreditations and accomplishments include: founding member, International Masters of Gaming Law; member, International Association of Gaming Attorneys; A/V rating, Martindale-Hubble; and Best Lawyers in America, Gaming Law Section.
